Human Resources Manager (Level 5 CIPD)
Bury St Edmunds, Suffolk
Permanent, Full Time

I am delighted to be working with a medium to large scale business in their search for a HR Manager to support the HR function. You will be Level 5 qualified and have experience working in a 'stand alone' HR capacity to be considered for this position.

As the HR Manager, your role will be to provide a comprehensive and strategic HR advisory and support service to the business as part of the COO's team in close liaison with senior management. In particular, you will have a close working relationship with the Operations Team, and ensure compliance with and development of the policies and procedures in line with best practice and legislation.

Key accountabilities
•Ensure that HR services are delivered efficiently, flexibly and responsively to meet the needs of the business as directed by the Exec through the COO.
•Lead and manage the development and implementation of HR policies and procedures (including pay and benefit reviews) to ensure that the needs of the business are being met and risks managed.
•Design and implement an encompassing HR system with strong performance management and reporting to underpin effective decision making.
•Provide leadership to the HR team to assure highly professional and effective delivery of HR operations.
•Identify and implement effective organisational structure design and recommend changes to working practice, in support of the business plans, to ensure the efficient and effective use of resources to meet the business needs.
•Provide advice and support to the COO and the senior management in relation to more complex case management of discipline, grievance, performance management, attendance and occupational health issues, ensuring consistency of decision making within the business to minimise risk or breaches in policy or employment legislation. Liaise with specialist external advisers on any specific matters requiring their input in such cases.
•Participate in recruitment and selection procedures for staff as directed by the COO, including interviewing and ability testing for relevant posts, ensuring that applicants are correctly assessed and matched to the requirements of the job as well as meeting all pre-employment verification measures.
•Ensure that management reports and information are provided regularly and support the development of the business plans and any regulatory disclosure requirements.
•Acts as the go to' person for all people management related advice.
•Act as top-level administrator of the Policies and Procedures Manuals and employment documentation, ensuring that periodic review and release procedures are followed.
•Provide direction and advice to colleagues across the business on HR policies and processes and on the resolution of specific HR matters.
•Lead assigned reward projects that will impact across the business.

People and leadership skills
•Demonstrate behaviour in line with the business values and standards to promote a professional workplace.
•Provide leadership to, and develop the performance of, the HR team in line with the businesses policies and systems (e.g. performance management, talent management) in order to achieve business goals. As part of this:
oDevelop a clear and aligned work plan for the team;
oFoster a constructive and productive working environment;
•Monitor the work of each team member and provide regular and useful feedback to them on how they are performing
•Drive delivery of objectives including holding team members to account for their work.
•Participate as an effective COO team member in working collaboratively with leadership, peers and relevant others (including from other teams) to achieve the business goals.
•Monitor the activities of the HR team which involves other teams and appropriately intervenes to address any cross-team issues.
•Contribute to the broader operation by working with others in such a way that optimises the overall results, rather than just that of the team.

Capabilities required
•You must be CIPD qualified, at least level 5 or be working towards level 5.
•You must have a track record of working in an HR environment at a senior advisory or management level.
•You must be adept at building effective key relationships with colleagues and contacts at all levels.
•The following experience would be highly advantageous:
oleading and developing HR teams.
oimplementing organisational and cultural change.
oHR policy development and implementation.
oworking with HR technology platforms, including HR system implementation.
oworking within a number of different HR environments (e.g. Commercial, Public, Charitable sectors).
oconsultation on policy and reward issues.
odesigning and implementing reward structures and systems.
•You will need a comprehensive knowledge of employment and case law.
•You must have experience of conducting investigations, as well as leading and supporting case management in performance, disciplinary and dispute proceedings.
•You should be effective in communication and presentation skills - both written and verbal.
•You will need a well-developed capability in all Microsoft Office software particularly Word and Excel.


Additional Information:

•Monday to Friday 08:30-17:00 37.5 hours
•Flexibility and overtime may be required to meet the needs of the department.
•Location: Bury St Edmunds, Suffolk
•Salary: Circa £47,000 (options for a study package for Level 7 CIPD considered)
